Now retired, Lingayen-Dagupan Archbishop Oscar Cruz was one of the bishops who participated in EDSA Dos, the 2001 protest action fashioned after the 1986 uprising, which overthrew Joseph Estrada as Philippine president.

Oscar V. Cruz received his seminary training at the University of Santo Tomas Central Seminary, and obtained further theology studies at the Lateran University in Rome. Bishop Cruz has published numerous books, including CBCP Guidelines on Sexual Abuse and Misconduct: A Critique, and Call of the Laity. CBCP stands for Catholic Bishops’ Conference of the Philippines, the official organization of the Catholic hierarchy in the Philippines and counts as its members all diocesan bishops, such as Cruz, and their equivalent as well as all coadjutors, auxiliary and titular bishops.

Cruz was the first Filipino rector of San Carlos Seminary of the Archdiocese of Manila from 1973 to 1978. He also became auxiliary bishop of Manila (1976-1978) and archbishop of the Archdiocese of San Fernando, 1978-1988. He served as Judicial Vicar of the CBCP National Tribunal of Appeals and Director of the CBCP Legal Office. He was appointed archbishop of Lingayen-Dagupan on July 15, 1991.

Cruz is currently Instructor-Delegate at the CBCP Dispensation Section, Chairman of the Board of CBCP World Corporation, Chairman of the Board of Impact Publication, and Member of the Permanent Council for Synod of Asian Bishops.
